You are partially correct in that you call them mere symbols. When combined with the word they become more then the mere physical elements.
Dumping water on a babies head does nothing. However, combine the water with the word of God in Holy Baptism, and it has real power.
Bread and wine alone do nothing but make a tasty snack. However, add the word of God, and they become much much more.
